Abstract: The study sought to design a specific training plan for the "Sumak Kawsay Wasi" Priority Care Institute of the Napo Provincial Government (ADG), focusing on its organizational needs. A mixed research approach was used, combining quantitative and qualitative methods. This included surveys conducted with the institute's 95 public servants and an interview with the Human Talent Analyst. The research types applied were descriptive, analytical, documentary, propositional, and applied. The findings revealed high overall staff satisfaction with existing training opportunities and a clear perception that the training improves their job performance. The institution considers staff opinions in training planning, and there is a high willingness to participate in relevant training even outside of working hours. The needs matrix consolidated the priority of technical, soft, and technological skills. A benchmarking with the Tena Municipal Government (ADG) identified the need for "Sumak Kawsay Wasi" to further define measurable (SMART) objectives for its training programs. Staff training needs were effectively identified, confirming high satisfaction and a positive impact on job performance. The institution values its employees' opinions, and they are willing to actively participate. However, the analysis suggests that it is crucial for Sumak Kawsay Wasi to refine its training objectives, making them more specific and measurable (SMART), to optimize the execution and evaluation of future programs.
Description: El estudio buscó diseñar un plan de capacitación específico para el Instituto de Atención Prioritaria del GAD Provincial de Napo "Sumak Kawsay Wasi", enfocado en sus necesidades organizacionales. Se utilizó un enfoque de investigación mixto, combinando métodos cuantitativos y cualitativos, lo que incluyó encuestas a 95 servidores públicos y una entrevista a la Analista de Talento Humano. Los hallazgos revelaron una alta satisfacción general del personal con las oportunidades existentes y la percepción de que las formaciones mejoran su desempeño laboral. La matriz de necesidades consolidó como prioridad las habilidades técnicas, blandas y tecnológicas. Un benchmarking con el GAD Municipal de Tena identificó la necesidad de profundizar en la definición de objetivos medibles (SMART) para sus programas. Aunque se confirmó una alta disposición a participar activamente, el análisis sugiere que es crucial refinar estos objetivos para optimizar la ejecución y evaluación de futuros programas de capacitación.
